Rigorous PBL by Design : Three Shifts for Developing Confident and Competent Learners

Project- and Problem-Based Learning is a very popular method of instruction, but Visible Learning and other research has shown that, overall, it has a very low effect size (.15). The reason, as Michael McDowell explains, is that PBL is often not designed thoughtfully to address surface, deep, and transfer learning outcomes. Most projects in PBL have students explore a problem or topic without providing them with the proper surface knowledge and guided inquiry that students need to successfully meet standards. PBL proponents often tout the teacher's role as "guide on the side" vs. "sage on the stage," but this is a false dichotomy--students need both direct instruction and self-directed inquiry for effective PBL to happen. In this book, McDowell describes three key shifts that need to happen in PBL design to reach students' learning goals:
    • Clarity: Clarify expectations for learning goals from the beginning - Students need to be absolutely clear on what they are expected to learn, where they are in their learning, and what next steps they need to take to advance their learning.
    • Challenge: Structure projects for surface, deep, and transfer learning - Students need to learn knowledge and skills thoroughly requiring an understanding of basic to advanced knowledge to fully understand and use such knowledge to make a difference in their lives and that of others.
    • Culture: Know and act on impact collectively - Students need to be able to talk about their learning, monitor their learning, advocate for next steps in their learning, and be a part of a culture that focuses on and models such efforts.
When these shifts are implemented in PBL design, the result is learners who are both confident and competent. Confident learners have a growth mindset, are assessment capable, and collaborate. Competent learners have the right surface and deep knowledge, and can transfer it to new situations.
